If there isn't a platform available, then from what I understand a train would rather stop than go to an overflow depot. The ones behind, at the drop-off? They are supposed to to deal with overflow, if a trains comes to the station but there isn't a platform available (which only happens rarely, but if it does it snowballs the entire line).
